Warning:
This feature just support local sections only. It not work for shared sections.
If you want to make a section to read-only, you can click the feature "Section ReadOnly Mode", and you will see the OneNote title change to "…. (Read-Only) - OneNote", the section will be locked, and can't edit. And click the "Section Edit Mode" will change current OneNote section to edit mode. You can see the OneNote title remove "Read-Only" flag. The section can edit now.

It just simple click "Edit Mode" menu -> "Section Edit Mode" menu item.

You say that this feature is for local sections only. Does this include notebooks on a shared server? Or does it just mean that it won't work for notebooks saved in OneDrive?

When I select 'selection read only mode' I get a popup saying 'this feature just support local section' and then nothing happens. If I select 'notebooks read only mode' nothing shows up in the list. Using onenote 2016.

The local notebook is saved in your hard disk. not saved in OneDrive.com. This type notebooks cannot shared by others through OneDrive.com.

My OneNote does not have a "cooperation" tab. It only has Home, Insert, Draw, View... I cannot get "read only" turned off - HELP please!! I don't know how it got turned on. I really want to use it and can't modify anything

Try converting the file to latest version of Windows. Click on Notebook, Select Properties, press "Convert to..."
